I feel that players are generally more satisfied if they can generate
their own characters.  I know I am.  I would not play in a game where
I use "someone else's" character.
However, if submitted characters do not meet with your approval, do not
accept them.  Make the player change it, or don't allow it in.  Like
in AD&D, 16 stats across the board would be a bit extreme, especially
if you did not witness the rolls.  In Champs, you want to make sure
the power frameworks are not abused, and what have you.  You make the
calls.  When you advertise your PBeM it is a good idea to post your
house rules so players know beforehand.

A good rule of thumb is to say in your advertisement how much time YOU
want to devote to the game.  If you can post daily, tell your players
they better be able to keep up or they'll be dropped.  If you only want
to post weekly, it's usually fine if the players spend the time
in between talking or writing to you if they want, but official moves
will be once a week (since you are the one in control).

Believe me, if you post an advertisement for a PBeM, there will be
interest regardless of what kind of campaign it is.  People love PBeMs.
