There are two (as far as I know) Web homepages for the european version. You
will find one at
http://www.pvv.unit.no/~bcd/BSEstuff/BSE.html
and the other at
http://www.nvg.unit.no/~cezton/bse.html

These contain information from two of the player-run organisations in the game,
and so are both biased. They should give a good idea what it's all about though

I believe the rules for the US version are also available electronically (the
game itself is commercial though).
