I would suggest that, given players interested in seeing such things, these 'scenarious' might develop naturally. The TIMES should be a conduit to this, providing a "public" forum for planning, orchestrating, and engineering any number of varied situations. The only thing which I think might be of use would be something along the lines of a Kidnapping system, allowing individual characters within units, perhaps a talented mage, or the like, to be captured and held for ransom by another faction, rather than simply assassinating them.
