But, occasionally, the P.I. is more ambitious than normal, the cases are more unusual, and the consequences are more lucrative...and more dangerous. After years of having an inside view of police and government bureaucracy, Justin Ross has started his own P.I. business, taking on the cases other investigators won't touch and assisting local law enforcement with their tougher cases. ***** "The Waterfront" RPG is a free-form police/P.I. game (think NYPD Blue/Homicide: Life on the Street meets Magnum, P.I./Veronica Mars with a touch of The X-Files) set in modern day Baltimore, Maryland and the surrounding area. Characters can work as private investigators (Darkwater Investigations is the name of the business run by Justin Ross), police detectives from the Baltimore PD, FBI agents (limited positions), or anyone else that these groups might interact with (media, criminals, etc.). The game is both plot- and character-driven, and emphasis is made on how the people involved help or hinder each other.
