This was to reduce the size of the production carry-over variable to 8 bits. For me the logical progression would be cut the factory cost in half and reduce it's output to 12 (15 with Strion) MU/week. None Strion production would drop a smidge; and Strion production would be the same. The only other effect would be that factories would be transportable on more of the smaller ships (Cheers)!!! It was reported that already several requests had been made, but had been turned down by PD von Ludendorf, because the Emperor was not accepting charters at the time. However, this has now changed. In an ISP press handout, the requirements, very similar to the requirements released in a 183 press conference, are as follows: minimum colonization requirements: a new company must have a minimum of 4 colonies, one of which must be class-6 or better, the other 3 must be at least class-2. Said colonies must be located within IMP territory, for an IMP provisional charter to be issued. It is recommended (but not required) that at least one colony be located in the Capellan/Trian/Jemian/Newbian area (for visibility to the TRN ships). minimum ship requirements: a new company must have a minimum of 16 ships, half of which must be at least 40 hulls or larger. Organizational structure: The leader of the affil. will be its PD. to remove a PD, all coordinators and governors must vote, and if over 75% say to remove him, he will be removed. The new PD will be according to the individual organization as decided by the affil. Colony & ship eligibility: Any ship or colony which wishes to become a member of this new affil. must either be IND, or if in another affil., must have paid off their debt. If it is a colony, it must negotiate compensation/concessions to its former affil. All ships and colonies joining an affil. may not be on anyones posted list (except a declared enemy of the affil.) Affil. Treasury: the stellar wealth of the Headquarters colony is also the affiliations treasury. Operating expenses are paid from this, including patrol pay, damage pay, etc. Imperial Taxation: Each year the affil. must pay the Stellar Empire a sum of stellars equal to 5 times the total number of factories (both tooled and untooled) owned by the affiliation. The Imperial tax rate is set by the ISP PD and may be changed at his descretion. These funds go towards maintaining the ISP and supporting the Imperial government. This is first paid when the Imperial Charter (not Provisional) is granted. Provisional Charter: When an affil. has met the criteria, establishment can occur. The first year of an affiliations existance is known as the "Provisional" stage. At the end of a year (or possibly before, if circumstances dictate this) the ISP PD will review the affiliation's progress, its postings, etc., and make a recommendation to the Emperor Jasil. The Emperor will then either grant a permanent Imperial Charter or revoke the Provisional Charter issued one year ago. The ISP advises that those affil. who recently asked for an IMP charter and were refused, now reapply. We're getting close to officially announcing the upgrades to BSE, and thought we'd let you know how things stand. The program changes are almost all completed, with only a few finishing touches left for us to work on. Many of the concepts we proposed late last year have been simplified or eliminated (for example, there won't be any change to colony manhour requirements, so those of you with large colonies don't need to worry about major restructuring efforts), while others have been refined to make them more workable within the game system. All in all we think you'll be quite pleased with the results, and hope to post a file detailing all of the changes within two weeks, with the new rules actually taking effect roughly 30 days after that time to give everybody a chance to assimilate them. There are, however, several items that need to be discussed immediately as game strategies that you might be considering right now will depend on them. HULL SHIFTS The first concerns hull shifts, which currently apply to all ships in an affiliation, whether the ships were built by that affiliation or built by somebody else and later transferred in. Effective immediately, hull shifts will work as follows: 1) Hull shift values are now tied to individual ships rather than to the affiliation the ship happens to belong to. This means that if a ship with a hull shift is given to a player in another affiliation, the hull shift value follows the ship and is used in place of whatever hull shift the new affiliation might have. For example, if a QSN CARGOMASTER with a hull shift value of 24 is sold to an SSL player, the ship would continue to have its hull shift of 24. When a ship is initially built, it is assigned the hull shift value appropriate to the affiliation of the colony that built it. 2) All ships have been assigned hull shifts appropriate to whatever affiliation they happened to belong to as of March 1st, 1995. Yes, this means that some ships may have hull shifts that do not match whatever affiliation actually built the ship, but there was no way to track down where each ship was built, so all ships were simply grandfathered in using their current affiliations. For example, a QSN CARGOMASTER that was built and sold to an SSL player prior to March 1st would have a hull shift value of 20 (technically, 20 is a "hull shift" from the program's point of view) instead of 24. There are some advantages to having a 20 hull shift instead of a 24, as described below. 3) Ships with a hull shift value of anything other than 20 can only be upgraded to another ship class if located at a colony owned by the same affiliation that built the ship. Since it is not possible for us to track down the building affiliation for every ship that currently exists in the game, all ships have had their current affiliation (whatever it was on March 1st) assigned as the "building affiliation". As an example, suppose the ZCS builds a CUTTER at one of its colonies. The ship would have the ZCS tagged as the building affiliation and would have a hull shift value of 25 (the standard ZCS hull shift). If the owner of the ship later wanted to upgrade it to become a MAN-O-WAR, he would have to do so at a ZCS colony. Note that it does not matter what affiliation owns the ship at the time of the upgrade, but only ZCS colonies could perform the upgrade. Naturally, all normal upgrade rules continue to apply (the upgrading colony must be able to build the ship being upgraded to, for example). Ships with a hull shift value of 20, can be upgraded by any affiliation, this rule only applies to ships with a hull shift value of greater than 20. 4) Ships with a hull shift value of anything other than 20 cannot utilize Ship Specialization (see below for more details on specializing ships). [The advantage of a hull shift is that every ship area gains the hull shift bonus, there are no penalties based on item type and a hull shifted ship is created with no additional facilities needed by any affiliation with a hull shift. Specialized ships, on the other hand, can carry more items of a specific nature but suffer penalties when carrying most other items in the appropriate ship section. In addition, specialization requires extremely expensive shipyard facilities. However, a ship can eventually become very specialized, making it supremely powerful in one area of interest.] 5) A Starcaptain can have the hull shift value of his ship changed downward to 20 at any colony with a shipyard class of at least level one (1) by spending 50 TU's at the colony's shipyards and ordering the change using a special action. Hull shifts can only be altered downward to 20, not upward to some other number. If a Starcaptain with a hull shift 20 vessel wishes to increase his ship's carrying capacity, he should utilize Ship Specialization, as detailed below. SHIP SPECIALIZATION All ships with a hull shift value of 20 can specialize to become more effective in one area of interest. Multiple levels of specialization can be acquired, with additional levels granting superior advantages while simultaneously increasing the associated disadvantages. 1) By landing at a colony equipped to handle specialization in the desired category and spending 50 TU's, a ship can become specialized in one of the following areas: a) Merchant- advantage: all items in Cargo section disadvantage: cannot fire weapons in combat b) Transport- advantage: ground combat items in Cargo disadvantage: all other items in Cargo & Main c) Explorer- advantage: probes, HGLs, exp. gear in Main disadvantage: all other items in Cargo & Main d) Tug- advantage: tractor beams in Main disadvantage: all other items in Cargo & Main e) Command- advantage: sensors & jammers in Command disadvantage: all other items in Cargo & Main f) Escort- advantage: pulsars, amb's in Main disadvantage: all other items in Cargo & Main g) Gunship- advantage: directed energy weapons in Main disadvantage: all other items in Cargo & Main h) Missile- advantage: missiles, missile launchers in Main disadvantage: all other items in Cargo & Main i) Carrier- advantage: space fighters in Main disadvantage: all other items in Cargo & Main j) Torpedo- advantage: torpedo weapons in Main disadvantage: all other items in Cargo & Main k) Liner- advantage: colonists (including alien versions) in Cargo, life supports in Command disadvantage: all other items in Cargo & Main l) Luxury Liner-advantage: entertainment modules in Cargo disadvantage: [all other items in Cargo & Main] m) other- advantage: [similar to above, must be researched] disadvantage: [all other items in Cargo & Main] NOTE: There may be additional types introduced with the new rules in a few weeks. The new rules will also contain more specifics as to each area. 2) Each ship can only ever be specialized in one area, but can reach multiple levels of specialization. Each level of specialization grants more ship capacity and further restricts the carrying of non-specialized items. For example, suppose an ISP ship specializes as a GUNSHIP. As a class "A" GUNSHIP (the first level of specialization), it can carry twice as many directed energy weapons as it could before. However, all other items carried in Cargo & Main would be treated as twice as large as they actually are for ship capacity purposes. It could still mount Missile Launchers, for instance, but each would be treated as 20 MU items instead of the normal 10 MU's each. If the same ship later acquired the status of class "B" GUNSHIP, it could carry three times as many directed energy weapons as normal, but other items would have their MU's tripled for ship capacity purposes. There is no upper limit on how specialized a ship can become, but get exceedingly expensive, especially for higher levels of specialization, but the payoff is that many Starcaptains interested in the chosen category will almost certainly pay handsomely for these services. 4) The Pickup Authorization order will be altered to allow a colony Governor the ability to grant Starcaptains permission to use his shipyards for ship specialization purposes. By using a PA order, a Governor will be able to limit the highest Ship Specialization level that a Starcaptain can obtain at his colony--this allows the Governor to charge different fees for access to different Ship Specialization levels, which can be an excellent tool for the Governor trying to pay off the expensive higher levels. 5) Each affiliation will be given a free completed research project directed at any one Ship Specialization category. The EEM will be able to choose two areas of specialization Each periphery director will need to indicate to us which colony will gain this ability--it is a permanent, nontransferable research item that can be owned only by one colony. If another colony Governor wishes to be able to upgrade his shipyards with Ship Specialization technology (in the same or a different category), he would need to obtain the necessary technology via the research system. It should be noted that the *ability* to upgrade one colony's shipyards will be given out at no cost, but that colony will still need to assemble 7,500 ICM's to actually upgrade its shipyards. The deadline for choosing which category an affiliation wants is April 15th. That's it! Please note that the hull shift change is in effect immediately, while Ship Specialization is one of the upgrade items that will actually take effect on or about April 15th. The only reason Ship Specialization is even discussed here is because it ties in with the hull shift system to some degree. Also note that we are working on new space and ground combat systems that will hopefully be completed by this summer. They will both be considerably more detailed than the current systems, and will utilize the Ship Specialization concept extensively. For example, a Command ship carrying additional Sensors will be extraordinarily useful because under the new space combat system, ships will have to either spot their targets directly using their own sensors or have another ship spot potential targets and relay the data to the firing ship using a communications link. This will make Command ships an excellent tool for large fleet actions. Weapons range, ship movement, sensor locks, autoboarding during combat and many other concepts are being tied together to make for a truly awesome space combat system! The ground combat system is seeing similar improvements. Finally, for you periphery directors out there, make your choice of Ship Specialization carefully. Some categories may appear to be better than others, but if nobody picks a particular category, no ship will be able to specialize in that area until somebody researches that ability. Any ship with a hull shift value of 20 can specialize at any colony with the appropraite facilties, so we expect the usual wheeling and dealing between affiliations wishing to work together for mutual gain.....the choices you make will have a significant effect on the game! I had much opportunity during my tenure as Master Trader to work with Aureus while he was the AFT Trade Minister. I have liked and respected few men more and am enriched for having known him. Together we worked long and hard to develop the AFT's capabilities. The ICR was made a much valued document throughout the three regions primarily by Capt Aureus while he was AFT Trade Minister. His leadership, energy and insight was a powerful asset to me personally and the AFT as a whole. He was a good friend of mine and will be terribly missed. Capt Aureus had left his personal wealth and position behind to indulge his lifelong dream of exploration. The recent series of attacks on stargates by the RIP is a serious problem and Capt Aureus had voluntered to move his Cutter to the Porkamo gate as an emergency measure untill SMS fleet ships could arrive. It was never anticipated that the attack would be engineered by the government of the WCE. His murder at the hands of the WCE and their FGZ cohorts is difficult to understand and will be even more difficult to forgive. The AFT membership is deeply offended and outraged that a previouse AFT PD, Horst Treyder, could be responsible for Capt Aureus's death even to the point of assigning his kin, Stark Treyder, to the force of assassins. I can tell you that the guild halls have howled for revenge as they never have before and no one speaks of profit.
