From past painful experience as the Woodmen, here's what happens:
1) The pop center housing your capital falls.  Your capital is automatically
   (and at no monetary cost) moved to your next largest pop center.  If
   there is more than one pop center of that size, I believe it goes to the
   one with the highest loyalty.  This can be any size.
2) You complete the rest of the turn.  Two orders that come after combat
   and influence (the ways to lose your capital) are Improve Pop Center
   and Transfer Ownership.  Either of these can provide you with a
   potential capital.
3) At the end of the turn, if your capital is in a pop center too small
   to support it, a check is made for pop centers large enough to
   support it.  If one is found, your capital is transferred there
   automatically.  If none are found, there's a nation message that the
   current capital is too small and you're out of the game.

Note that none of this requires the 25,000 gold of a transfer capital
command, but that it does involve a loyalty drop at all of your pop
centers when the capital falls.
