The Speaker of the House for the DTR hasn't said "If you enter DTR space you're dead." He has said "If you enter DTR space without my permission and I don't know who you are you're dead." He has every right to do this. If someone wants to take a ship into DTR space, all s/he has to do is clear it with the DTR. What's the problem? Although the FOE must still own all the colonies in a system before they claim it, there other profile limitations don't seem to apply. The only thing keeping you from doing whatever you want is roll playing. Back in the old days (if I remember correctly), you *could* *not* target >>all IND<< because, in effect, that made it into an affiliation. If it is an affiliation, then it should provide bonuses greater than an increased life support capacity. IND was defined by the GM's as ships-without-a-common-tag, so you couldn't use it to sort through targets. This seems to have changed. Second, the current rules seem to imply that you have to have a specific reason to shoot at someone, ie, before you can list him as an enemy. Hell, if I where running a colony these days I'd probably target all IND. I guess the acception is the RIP, they have to run IND if they DON'T want to get shot at and their affiliation is already in the shit with everyone so I guess thats justified. Now since I'm going to be playing IND I'm gonna make damn sure that I announce my arrival before showing up at a coloy so I don't get smoked. Although I would guess the IMPs are still responsable for protecting law abiding IND ships thae Periphery so in theory I should be safe there.
