Interest has been expressed by other residents of the Transhole for representation to the Council. Mechanisms for that representation are now under discussion and consideration. The text of the Accords follows. Jzeb, Grand Vizier of the Samillian Empire Speaker for the Trans-hole Council The Transhole Accords I. Preamble WHEREAS the peoples of the Samillian Empire, hereinafter referred to as the SAM; and WHEREAS the peoples of the Flagritz Empire, hereinafter referred to as the FGZ; and WHEREAS the peoples of the Whitehole Colonial Empire, hereinafter referred to as the WCE, desire to foster prosperity, peace, and safety within the region known as the Transhole, the respective governments of these peoples, as the sole and rightful owners, collectively, of the entire Transhole region, do hereby decree the formation of a governmental body called the Transhole Council, the purpose of which is to provide a political vehicle through which issues of concern to all three peoples, jointly, may be addressed and redressed. All signatories to this treaty do hereby agree to comply with all articles herein, in perpetuity, or until one or more parties to this agreement expressly invalidates part or all of this treaty, through direct notification of all other signatories. In addition, while these afore- mentioned articles govern the cooperative jurisdiction of this accord, as well as the procedural mechanisms for implementing the resolutions of the Council, they do not preclude ancillary arrangements or agreements by one or more signatories, so long as they do not violate previous or concomitant judgments of the Council. II. Cooperative Jurisdiction and Enforcement The Transhole Council may address and attempt redress on any issue which may affect one or more of its members, politically, economically, or militarily, within the confines of the Transhole region. It may decree and enforce laws which shall be applied to all systems in the Transhole, and may enforce its laws and resolutions by any method to which it assents. All comportments undertaken by the Council must be approved unanimously, and must be enforced conjointly. III. Star Chamber All signatories to this treaty hereby accede to construct a secure room called a Star Chamber, for the purposes of monthly conventions between the heads-of-state of the SAM, FGZ, and the WCE. Said Star Chamber shall be constructed so as to be impervious to all known methods of clandestine monitoring, and shall include class A interfused hyperwave equipment. Moreover, all signatories agree that any and all communications undertaken within the Star Chamber be protected to the greatest extent possible, on a level corresponding to their greatest respective security classifications. IV. Agreements All members of the THC agree to the following "terms" by their signature: A. The mutual recognition of each member's space and compliance of laws while in said space. (as agreed upon by the THC at a later date) B. Mutual Non-Aggression between the members of the THC. This includes prohibition of trade, intelligence or any other aid to the active enemy of another THC member. Mutual defense will be considered on a case-by-case basis. C. Mutual Trade when desirable and possible. V. Amendments These Accords may be amended at any time to include additional by-laws by unanimous consent of the THC. VI. While many Starship Captains and Governors are connected by blood or business there is no such thing as a "player" within the game. It's been suggested that running IND positions in addition to Affiliation positions is some kind of cowardice. NONSENSE!!! What part of roleplaying are you unclear about?! There is NO "in game" connection between positions, unless it's by a storyline. That a number of positions are run by the same "player" is a "connection" that will be ignored by even an average roleplayer. It has been suggested that running positions annonomously is some kind of postable offense. Bovine scattology! In my opinion, all ships and colonies should be run annonomously so as not to confuse the poor roleplayer. That I run positions with a "player" tag is only for the out of game contacts that can be generated. No one should confuse the player ID as 'real' for in game purposes. It is the Starship Captain who runs the ship! IND should NOT be treated as an affiliation. It is a tag which essentially means "everybody else". In my opinion, each of these independant ships are not painted with 'IND' on their hulls but rather, are adorned with a variety of small company or family emblems. I completely fail to understand the theory by which anyone who dissagrees with me on this issue, operates (although I imagine you'll soon be endevouring to explain). And I appologize for any vitrol which my passion slips into this missive BUT...most of the value of this game is the roleplaying and it bothers me considerably when I see that value deteriated by the persistant ignorance of what roleplaying means! Sir, I find the hypocrosy of the DTR to be extremly gauling. You significantly restrict access to your space while at the same time seek to purchase, and presumably freely operate, a colony deep in the heart of human space. Perhaps the ACCC should ask the Imperials to require that every DTR ship announces it's arrival in the Periphery to every company or else risk destruction by any Starcaptain not so informed. I will be reccomending to the Advisory Council of the Chartered Companies that the DTR visa be reviewed by the Imperials to insure an equalability of access. I can assure you that the companies are sick and tired of you outsiders treating the Periphery as open space while at the same time imposing all manor of absurd restrictions on operations in your own territories. And if you could, would you please explain just what an anonomous ship is.
