(WNS) - The following are the remarks that Opposition Leader Julie Jean
Greenhair made to the House of Commons today before the vote to join the WCE.
 The transcript has been provided through the good offices of Hansard.

"Gosh, me and the other punk girls sure had a lot of fun with Rlo during
his recent visit.  Those long dreamy hours in the hot tub, those visits to
the special pleasure chamber on his ship, those . . .

(Cries of "Shut Up!  We had long working meetings with Dax while you were
partying with his flipping brother!")

"OK!  OK!  Anyway, Rlo told us girls that if we joined the EEM and made
him Man-God of Werth, we could party with him all the time.  All we have to
do is make a few hulls now and then to fool his silly old brother Stu, then
spent the rest of our time partying, partying and PARTYING!!!!"

(Loud groans and assorted catcalls.  A lone cry of "Poor Stu, to be
burdened with a brother like that!")

"Come on guys!   Pleassssseeee!  This will be great.  Rlo will be here all
the time with us.  He always wanted his own party place, but Stu would never
trust him with a colony."

(Cries of "Stu is no dummy!" and "Just say NO to Rlo!")

"Pleassssseeeeee!  It will be great.  We'll have Rlo all to ourselves
forever.  Please say yes.  Pleassssssssseeeeeeee!"

(Groans, boos and catcalls.  Shouts of "Rlo is Stu's problem, and let's
keep it that way!")

Subject: BSE: Werth Joins WCE

(WNS) - The newly elected Werth House of Commons voted to join the WCE today,
effectively ending this colony's long tradition of neutrality.  The vote to
drop Werth's IND status was an unanimous 400 - 0.  The vote to join the WCE
was 395 - 5, and split along party lines.  All 395 members of Harry
Flashman's Reform Party voted to join the WCE.  All 5 members of the Rlo
Krieger Is A Sex God Party voted to join the EEM.
   Most political experts saw the vote as a severe political setback for the
QSN.
   "This is a concrete example of the strong wave of anti-Quman feeling that
is sweeping the CP and the TH", said George Willis, noted political poobah.
 "The people of Werth felt they had to stand up and be counted.  They wanted
to show their strong opposition to Quman aggression.  So they voted to add
their considerable economic and military strength to the WCE."
    Lord Anton Qutroh of the QSN reportedly funneled 100,000 stellar into
Werth in the closing weeks of the campaign in a desperate attempt to alter
the outcome of the election.  But the pro-QSN, pro-SMS Pink Party was only
able to draw two (2) votes and placed dead last, even behind the Mothers
Against Robotic Sheep (MARS) party.
   "It was a terrible showing, and clearly indicates the low regard most
people now have for the Qumans and their propaganda," Willis said.  "The
terror and disinformation tactics of the QSN are beginning to backfire.  Lord
Qutroh is surely not a happy Quman tonight.  He now knows how Dr. Joseph
Goebbels felt in April of 1945."
   One happy human is PD von Ludendorf.  According to Willis, the end of
Werth's neutrality is a big gain for the Imperial leader.
   "Harry Flashman has been a sharp pebble in von Ludendorf's jackboot,"
Willis joked.  "Now Harry will follow the more moderate policy of the WCE
towards the Imperials.  That is a big gain for von Ludendorf."

(WNS) - The following are the remarks that Lord Protector Flashman made to
the House of Commons today before the vote to join the WCE.  The transcript

"Two paths stand before us.  One is the path of fear and dishonor.  The
path of donning the yellow sheepskin of submission to Quman threats and Quman
aggression.  The path that so many weaklings have already taken.  This is the
path the Lord Qutroh and Lord Sotchi . . ."

(Many loud boos and catcalls.  Several cries of "Quman Filth")

". . . would like Werth to take.  I ask you now, for the sake of your honor
and the safety of your families, to REJECT this path!"

(Loud cheers.  Many cries of "Hear, Hear!")

"Let us instead take the path of HONOR!"

(Prolong cheering)

"Let us add our strength to a great government that stands as a shield
against Quman aggression.  Let us join hands with the brave men and women of
the WCE!"

(Prolong cheering, followed by a standing ovation and the singing of  "For
He's A Jolly Good Fellow")

General News Broadcast From ICN PD Landover

An ICN squardron attacked the RIP colony Special Complex (323) in the
Swarm system last week.  The colony's space fighters put up a determined
defense and managed to heavily damage an ICN DN.  Engineers indicated
that this vessel will be able to return to duty after visiting an
Imperial shipyard.  The colony took a pounding from the ICN forces
and may have ceased to exist.  Imperial scouts are currently reconning
the area to determine the need for further operations.

It's shareware and available in LIB 1 of the PBMGAMes forum on CIS. I do not
know if it is available anywhere else but the programmer is on the PBMGAMes
forum almost daily.

Just as an aside, FWIW, this is not a NEW rule change. It is a reversion to
the original rules of BSE that were in effect from 1981 to 1986 at the very
least since I played during that time period and, during 1984/1986 ran an
IND position or two while ISS Exploration &/or Research Coordinator or
senior officer of the CPR.

And I ran an IND vessel while developing my persona as the WCE's first (I
say first, knowing there are a long line of others <grin>) overzealous
warlord.  I can't say I recall a reign of terror by IND vessels up until
1986... and I know that my IND vessel _never_ broke any law (that I'm
aware of) issued by any government or affiliation.

No doubt there will be a few, but I'd bet the concern is overstated.
Affiliated positions have plenty of advantages, and IND ones had an
important role allowing discreet under the table interactions (which is
realistic, and was a great deal of fun).

Brad,

I didn't know that RTG was tracking more info about ships.  Maybe this will
work.  Additionally, I have another thought.  I and it seems many others have a
problem with the suicidal nature of some of the IND positions.  Maybe RTG could
program a morale check as a prerequiste to starting a battle.  Some formula
including ratio of attacker to defender hulls plus morale, rank, training,
whether the defender was posted by the attackers aff and racial/affiliation
modifiers.  If the unit fails the check they refuse to attack, possibly even
mutiny.  This check would not apply to the defender.  This could be applied
universally without anymore GM interference and could cut down on the
non-Roleplayers use of assets on these suicide missions. What do you think?

<Location: the WCE Kremlin, packed with dignitaries from the WCE.  Front
and center, roped off the the rest of the crowd, sits the foreign
delegation to the WCE headquarters colony.  The Samillian and WSP
diplomats chitter back and forth, obviously deep in discussion.  Beside
them, potted in a large, ornate urn, sits what must be the representative
from the Catrark.  On one end of the foreign delegation, surrounded by
WCE veterans, sits a robotic creature that keeps gazing down to the
other end of the foreign delegation, where a humanoid figure, also ringed
by vets, sits hunched in fear, casting sidelong glances down the row of
sentients.

The Sergeant at Arms for the Kremlin walks across the stage; silence
looms heavy in the auditorium.

" I present you:  General Secretary of the Whitehole Colonial Empire,
Lord Horst Treyder!"  Shouts, cheers, and catcalls fill the auditorium in a
cacophony of dissonance, as Secretary Treyder strides purposefully
across the stage>

"Ladies and Gentlebeings,

I have just received, via interfused hyperwave relay, an encoded
message from Protector Harry Flashman of IND colony Werth.  This
message is an authenticated notification from the people of IND Werth
that they have chosen to join the great peoples of the WCE! In his speech
to the peoples of Werth, Lord Protector Flashman said:

" Let us join hands with the brave men and women of the WCE!"

Ahem, IND are just that IND.  They don't associate themselves with
anyone specifically and they sure as hell don't have to use their
real names.

As Chip said, they can be a problem.  But, a problem solved leaves
you with a warm feeling inside, if you know what I mean.

Leave them as is.

I wuz robbed!  No, really, I wuz robbed!  I had this big bag of
stellars to buy votes with at Werth and some guys robbed me couriers
of my buy-a-vote moola.  It was a hell'va fight, Werth thugs are the
best...sorta, I guess.

Well, you won't have Rlo Krieger to kick around any more.  I'll be
back...later...if I'm allowed at WCE colonies?  Harry, it just won't
be the same free-wheelin' place now that you've taken down the IND
flag.  Or, maybe it will, dem whiteholers know how to have a good time.
