I don't know if there are guards in ellesmere, but I imagine that any 'last minute' training you do in OBS will not save you. A thief is likely to have quite high stealth that 1 or 2 OBS won't spot. It would also be possible for the faction that actually robbed you to report that another faction had done it! If I were you, I'd just feel pleased (s)he didn't assassinate you and take half your stuff as well as your life! (see 1984) Except for the giving money to a distant unit part (which rules me out, as I left that place a LONG time ago), I don't see how any of the other policing problems are any different from lotteries run in the real world. 1) If no one's number comes up, the pot rolls over. 2) How _do_ you know the number in the state lottery was picked fairly? 3) How _do_ you know that anyone actually ever wins? Trust, faith, and reputation, and maybe the occasional first-hand experience, is all you have to go on, in Atlantis, or in the real world. It's always theoretically possible to win any combat. Each man gets one attack per round and each attack has some chance of failure. There was an amusing/annoying example of seemingly impossible survival that caused a short bug-hunt in Atlantis 1.1 before it was called luck -- at least by me. ;>) Hans Shadowspawn, claiming to be on the run from Lord Vox, had landed a longboat with around 15 high stealth scouts on the coast of Moeland. I, believing that Hans was really in cahoots with Vox, attacked each unit in the boat before they had time to flee inland. Since I had the tactical advantage and over a hundred swordsmen, the odds were around a million- to-one against any scout surviving the surprise round (i.e. ~130 sword-2 vs. 1 sword-3.) Of course, the 8th or 9th scout managed to survive and killed one Moe, which ended all combat for the month and allowed the remaining scouts to leave the boat and become invisible to all but my better observers. I still don't think I ever caught all the escapees but the huge Vox invasions that followed have been thwarted (at least so far...) Big Moe (a.k.a. Sir Not Appearing In This Film) Up
