Not to get involved here (I'm not on either "side" in this argument")
but I do want to point out what I think is an error in your comment.
I think you just mis-read what Bill wrote:

I think Bill was saying that he set his units ToHit in the game
Empire and Empire Deluxe, not the PBEM game.

Just want to make sure that everyone has their facts straight to prevent
meaningless flaming!
