Vizier Ganeodiyo, the Samillian Foreign Minister, announced a potentially fundamental change in Samillian ship transfer policy: the sale of cargo carriers to non-members of the Vizier Mass. SAM researchers at Plythland Hive are reportedly near the realization of the bulk transport specialized cargo carrier. This significant new starship technology will double the capacity of the galaxy's largest freighter while simultaneously reducing its efficacy as a troop transport. While not currently available, informed sources believe that the first Bulk Specialized Cargo Carrier will perfected within the current year. Additionally, it is conceivable that other shipyards will perfect this specialization simultaneously, thereby creating alternative venues for upgrade. With these facts in hand, Vizer Ganeodiyo announced that the Samillian High Council has reconsidered its longstanding prohibition against the transference of Cargo Carriers (CC) outside of the Vizier Mass. Under the new Samillian policy, CCs will be available for all those who have heretofore been qualified to trade with the Samillian Hegemony, under the same terms and limitations as other trade relationships, with the additional proviso that all CCs sold will be bulk transport specialized. Until such time as this new technology is online at a Samillian shipyard, the Vizier Mass will allow for individual Samillian colonies to arrange for the specialization to be incorporated at any shipyard capable of the task, at the discretion of the colony governor. Vizier Ganeodiyo stressed that this announcement was not a solitication for sale, as the technology is still unproven, but rather a notification of the intent to sell. When asked to speculate as to the price of CC's he replied that the market will tell, but that he would not be surprised to see a substantial decrease from the amount reportedly paid recently at a public auction of a reconditioned CC.
