Does that mean that EVERY hostile army in ANY population center avoides InfOther orderes in that pop ? Examples: Osgiliath belongs to N.Gondor and a S.Gondor army is present. Can a Long Rider emissary influence the loyality? Osgiliath belongs to N.Gondor again and a Fire King army is present. Can a South Gondorian (!!!) emissary influence the loyality ?
