Neither. Units in region C will first defend in whichever region is handled first by the server. Apparently regions are handled in a non-random but non-trivial order. I do not know whether units from region C will also defend in the second region, but I am suspicious that they will, at least under certain circumstances. That part of the question ought to go to Geoff, I think, unless someone has practical experience. It seems reasonable to me that if some people are working for wages in a region, then the tax base of that region must increse, both in the short and the longer term. I suspect that the above orders will fail, but that's because it's a backwards way of doing things. To achieve your goal, simply have each of units 1, 2, and 4 execute a "GIVE NEW 1 100 SILVER" order. From your question, it appears that you do not have a good grasp on the order of events. I strongly recommend that you carefully read the rules. Of particular relevance here is the sequence of events listed near the end. The way the atlantis server processes orders, the specific sequence of the orders that you submit is largely irrelevant; this concept is problematic for many new players.
