effective shield level = S*S.tech/(M/30)^(1/3). For the (10 1 10 10 0) ship
and tech.level 1 the eff. shield will be exactly 10.

	Good question. Practically, for the ship with S.eff = 2.5,
the gun with W=2.5 + 0.01 (or 0.001) is enough. More deeply (but not
speaking about continuums), the 0.01 (or 0.001) should be changed
for so called machine epsilon, which is dependable on calculations
realization.
