You might try Stellar Crisis (http://www.lenox.com/games/sc).  It's a
web-based game (not really PBM) requiring Netscape 1.1 to play.  There
are usually several openings in games of varying turn length (if one fills
up, a new one starts).

I'm working on a play-by-web (PBW?) game that will also (likely) support
email turns (futuristic strategy-type thing).  I'll probably open up a
playtest in a couple of months.

There are unix clients also for Empire and something called Galactic
Bloodshed (check rec.games.empire and alt.games.gb for info).  These are
network games that have been around a while that are played in "turns"
(updates every day/week/whatever - maybe someone who has played them
can elaborate).  Again, not PBM, but using a similar concept.
