With high observation you should be able to see the Facction number. The ftp site contains a players list with all email addresses by faction number. If you dont have ftp, you may use an ftp mail service to retrieve the file via email. With this in mind, it seems to be a dead end argument. But I have no ways of setting up individual units, bacause they currently hide faction relationships. I don't think you should have to be able to peer into men's souls to be able to tell them "Hey, what do you plan on doing here in Bumblebranford?" :) In that case, you don't particularly care who owns the unit, you just want to be able to talk to it. Right, but that's the value of the list. If you want to write to a faction, you can just pull the player's list off Jon's Atlantis Page (hhtp://... um... I forget. It's cool, though).
