Yes.  Realize that CLAIM doesn't have any effect on any armies
in the location, only the location's ownership changes.  Also, for even
town sized locations, you're starting to look at rather impressive
amounts of glory.  Realize too that that hard-earned glory has been
spent.  It's gone, and now the CLAIMant had better be prepared to
defend that expenditure, much the as if army that had just successfully
ATTACKed the location.

Until an army shows up in the location or is recruited that can
EVICT any existing garrison, this CLAIMant is effectively stuck running
this new location, vulnerable to covert attacks, maybe HONORs, another
CLAIMant taking the location in similar fashion, an ATTACK by an
opposing army, or anything else an adversary can come up with to make
life unpleasant for the new ruler.

CLAIMants carrying that much glory and prestige around are
heroic figures with enough political stature and savvy so that a
significant poltical element in the population is willing to put them
in power.  A "big fish in a little pond", if that idiom means anything
to the international audience.

This sort of concept is not without it's parallels in history,
if you're looking for a "realism" argument.  For example, take any of a
number of Roman Caesars, or great generals elected to political
office.  Heck, I'll even toss Conan in there too.

If this doesn't answer at least most of your questions
regarding CLAIM, please clarify where you're having trouble.
