This is possible, the key is the MAX keyword, it refers to the last
created group.

So, say your group of cargo ships is group number 12, the following will
work:

B 12 5
L MAX COL
S MAX A
B 12 5
L MAX CAP
S MAX B

I can deny this -- it is definitely implemented.

I can't help you with this one -- I know that I have played in several
games where this was implemented and worked properly, that is that I
got my group listings sorted in planet order, and the syntax looks ok
to me.
