You might want to check out an old SPI board game called "After the
Holocaust"  (Occasionally perverted to "Accountants of the Holocaust")
This is mostly an economics based game: building an army could
bankrupt you quickly, thus the moniker.  I don't own a copy, but I did
get to see the rules once a while ago, and it might give you good
ideas.  Look for it at used game stores.
