I must say I think you missed the mark on this one!  I'm a veteran of
WWIV, and I find that the combat system is both fairly traditional and
easy/fun to coordinate one's actions around.  An experienced player can
effectively execute both offensive and defensive campaigns.  The combat
results are reliable enough that, with a few contigency plans, a campaign
can be planned and executed.  At the same time, they are unpredictable
just enough to keep things interesting.  I believe you played in the early
stages of the game and fought a lot of 1:1 combats...you just can't get a
real sense of how the system works in this way.

I encourage you to give the game another try and write a follow-up to your
first review.  Try to play out an entire game and see if your opinion
changes.  It might not, of course, but I expect it will.
