Agree with this.  I ran Pictland as my first ever HW kingdom, did well
mainly because I was lucky enough to end up with Nemedia and Zingara as al
allies.  (Zingara was *very* reliable) and we carved up Aquilonia between
us, and when I dropped, Aquilonia had just three provinces left with me
holding all but one of their forested western provinces, Zingara holding
two other Aquilonia provinces and Nemedia holding the remaining ones.
Pictland has terrible rulers, decent to good mages - the one with Black
Death tends to discourage invasion as does the fact that Pictland can
recruit *huge* numbers of troops.  They do start with fairly good generals
and heroes and get a bunch of great mages and generals later on in the game.
  Spies are terrible, though.
  I strongly recommend doing everything you can to force a battle in Forest
versus the Aquilonian troops because their heavy troops are at a huge
disadvantage in that sort of terrain which is where Pictish troops truly
shine.  A open battle in Forest is as perfect as you can get if you have
a Pict army, unless you've got nearly every mage present for a set piece
battle.
  I also ran Shem in another HW game.  Great troops - the Kothian troops
are not much of a match for them and I was able to take the Flaming Mtns
nearly at game start. I'd already peaced out Stygia, but Khauran surprised
me with an attack on Asgalun after taking a Argossean province and they
peaced me out before I could mount an invasion to retake the province - th
they'd have been overrun if they had failed.
   Khoraja was lots of fun to run.  I peaced out Stygia and Shem, breaking
up the alliance between Shem and the ESE in the process, thus making my
resulting invasion of the ESE a cakewalk. Khoraja may be a small nation
but it's one that has *lots* of clout. Nice all-around ability. I recommend
using mercenaries as cannon fodder in the invasions while building a home guard
of native troop types.  Saves on maintenance - when the mercenary troops die
you don't have to pay for them.
