I seem to remember an article in Flagship that mentioned in passing that
the UK had a government program that would pay a minimal wage subsidy to
employees of startup companies, so you could eke out a minimal living at
government expense. This led to a lot of PBM players starting up games,
esp. hand moderated ones, that ran for a year (the length of the subsidy)
and then died.

Some things that makes the UK PBM market different from the US - you have a
very high population density, compact country, a tradition of wargaming
(per capita probably 10x as high as the US), excellent postal service
(ours is above average on a world wide basis), and a tolerance for
eccentric hobbies not seen here.
