I imagine Hugh and Bob rolled a 1d10 or somesuch and said, '1 or 2 we'll have
the Guard Captain poison Amulips.'  Then bOb probably switched the die to a
1d4. :)

I agree.  Power has been disappointing.  You get outattacked 3 to 1 even if
you're equal in Speed and Init, but are going with Power level 3.  Maybe keep
the slowdown but increase the bonus to damage dealing and armor level
increasing.
