An already superior diplomat with a diplomacy spell is a good bet as well. In case you haven't noticed, there are characters with abilities above superior. Although these will still be listed as superior on the turn sheet. You'll notice these characters in spy reports as characters listed with an ability of 'incredible magnitude'. If you assign a point value to attributes (none=0 superior=5) these abilities would equal a 6 (possibly more). The one diplomat that comes to mind is Border Kingdom's starting chancellor, who is one of the best diplomats in the game.
