That's a bit of an understatement, I'm afraid; methinks, given recent
mail that I've received, that my second posting didn't get through.
The titles list that I posted is by and large wrong, especially in terms
of the Glory claim costs and stipend.

However, from observation in the current game, I can say that Baron does
*not* have an experience cost; gold and Glory are all that are required.

You're not confusing Glory and Prestige, are you?  That's about the only
thing that I can think of, unless "Imperial city" means one of New Haven/
Jadmain/Bloodmore Keep/Glenwillow/Illuminus?.  I doubt that that is the
case, however.

Feel free to ask the Den help staff; they're probably more qualified to
answer you than any of us, especially if you send 'em all the relevant
info...
