How long has s/he been playing? What types of games does s/he like? What type of game is s/he wanting to run? In general, I strongly recommend playing a *lot*, thinking about what level of skill it takes to manage all of these resources. Once the DM is comfortable with these concepts, it's time to start designing. Does it get boring quickly, or is all this bean-counting and button pushing actually fun? Once things get a little boring, stop for a while, and read, read, read about the other games available. Check out the monthly FAQs and other periodic postings. Get to a basic level of study, pick your genre, and write to us again.
