If you read navy combat carefully, you will see that despite the varying attack strength, *all* ships have a defence of 3 also the effect of spells or artifacts can be huge (consider a +2250 weapon, which would sink 7.5 warships on it's own!). The consequence is that navies (especially with the better navy nations) tend to kill somewhat more than they've got (eg 30 warships might sink 50). I once considered creating a "killer navy" with minimal ships, and a couple of mages with stonking weapons and two "Words of Death" - they could easily destroy 40-50 ships on their own (though they might die when the navy sank).
