Yes the cheating player can avoid combat when he comes across a bad result,
cann't really see a way to get around that, but you are at least stopping
him from executing and therefore winning that battle by keep replaying it.  He
could work through all the battles in different orders to get different results
and depending on the complexity of the game that may be feasible, but at least it
would be time consuming for him and as he cannot save after each combat in all
probability he will be unable to get a perfect turn.  It's not perfect but it's a
better deterent than nothing.

As for remembering when the good results occur and using this to his advantage, I
don't see how he can do that without taking the good with the bad.  As soon as
he changes an earlier battle sequence then we are going down a different random
path so nothing is guaranteed to him.
