Heh, good luck.  We here in the EEFL have discussed the rules
ad nauseam for the past 7 years, and the debates continue to rage about
what is/is not good for the league.  Same is true with UEFL-style, and
I've incorporated a lot of interesting changes into my league (LEFL).
On my LEFL page is a uuencoded version of the C code I use to run my
league, along with rules, etc.

But I digress.  To design a league from scratch, try the following:

1) Build a framework
	How will shots be assigned/resolved?
	How detailed will match reports be in terms of play description?
	What decisions will managers need to make?

2) Add the details.
	Do NOT add any details unless it really will make the game MORE FUN.

There are a lot of *EFL variants out there.  UEFL, LEFL, WLFS,
EEFL and WEFS are the ones I'm familiar with.  You should check out their
rules to at least get some ideas.  From my home page are links to pages
about three of these leagues (UEFL, EEFL, LEFL), and there is a network
of pages out there with info on all the leagues.
