At the moment, one needs to build a planet before it's usefull, which slows down expansion. With the new rule, it would become possible to take out one player, and using his production, take out the others. In game 7, which I lost due to lack of time, I destroyed the fleet of the second best player in one turn, bombing all his planets the second turn. Would I have been able to use his production, I would have been able to kill the third player without doubt within several more turns, and then I would have won the game. In the real game, it took a long time to use those planets. In fact, most planets were still rocks 20 turns later. So the main reason not to allow planets to be captured is that it's another advantage to the attacker, who has (too?) many advantages already.
