I mostly agree with Tom's data, but think you have a 50-60% chance with his
suggested values.  Add 10 to the totals for approx. 75% chance, and add 20
for a near sure thing.
Adding emissary rank and loyalty,
140 total will improve a MTown to a City
120 total will improve a Town to a MTown
100 total will improve a Village to a Town
 80 total will improve a Camp to a Village

I've also got little data about trying to have low rank emissaries (<40) do
improvements to Villages and larger.  Perhaps next game I'll try some
experiments on my capitol early.

In the specific case of a 30 emissary and a town with a 55 loyalty,
you probably need to do InfYour three turns, then try a Improve.
Three InfYour's will improve your loyalty approx 9 points and your rank
approx 10 points, so you will have a 40 emissary and a loyalty of 65.
Then you will have about a 60% chance.  Do one more InfYour to increase
the odds to 80%.  If you need the Mtown in less than 4 turns, get another
emissary there to help with the loyalty improvement.  Side note: if the town
is off your map, having a loyalty over 55 (56+) in a MTown gives you a free
megahex of map info.  That can often give you useful map information, so for
popcenters near 55, I try to be sure they are safely over 55 before I have
the emissary leave.
