Well, when I build a medium to large ship I want it to be finished in
a reasonable time, preferably one or two rounds.  When building a lot
of ships I have to use all my bigger planets for this, regardless of
their resource level.  Having shipped in a stockpile of RES in a
situation like this can be a life-saver.

Besides, early in the game I build a lot of cargo ships to really get
that COL and CAP moving. Later I don't expand nearly as fast, and a
lot of cargo ships would be idle if I didn't ship RES around.

I haven't even been close :-/  (But then, I haven't played all that
many games)
