MAT are needed on planets with low resources like a 700 sized planet with 0.1 of resources. If you send MAT there the planet won't use production points to build MAT needed for ships or CAP. Try putting a 10 on the resources box on GTV and
check out the amount of CAP you would be able to build there. It's even costs less as you will have MAT on stockpiles. On planets with 10 of resources you still have to use production points to build CAP or ships.
Build MAT on one of your homeplanets and then keep sending it on huge freighters to the low resources planets.
