You don't get the whole planet, just 25%.  That is 25 % of the
Industry and Pop.  So you still have to move cap and col with
cargo ships around.

My variant (galaxy-ng) is not that different.  It has just two
rules that make the game quicker.

(1) You start with more than one home planet, and thus in a more
later stage of a game.  Since economic growt in galaxy is
exponential, starting in a later stage, means you can grow more
quickly.

(2) When you bomb planets you become the owner and you get 25%
of the original value, this allows you to (a) continue an attack
longer, and (b) rebuild the empire you conquired more quickly.

I've run two games similar sized games, Hotzone, and Xzone.
Hotzone, (original rules), is now in turn 99, Xzone (galaxy-ng)
ended after 40 turns.

There's a graph on the economic growth of all nations in Xzone
on the Xzone homepage:

As you will see there nations still grow, so in order to win you
have to grow to, this by shipping cargo and colonizing empty
planets, but also by fighting and taking over alien planets...
And to be succesful you have to balance the two...

And btw, I agree that MAT production is vital to develop planets
with low resources...  I would not recommend building orbital
defences though....
