No one WANTS to build ships on low resource planets. However, they do
want to build ships on high INDUSTRY planets and if that means a high
industry planet with a (very)low resource #, then that means shipping
resources to it. For ex, your attacked and you've spent points at your
high industry planet on tech and points on multiple low industry planets
building ships. You now have several really powerful incomplete ships-
you lose the battle. That would be bad.
Fractions for TECH apply right away towards ships built but fractions for
ships equal fractions OF ships, not good. I'd build ships on high
industry worlds and TECH on multiple low industry worlds; and if that
means shipping resources to those bigger worlds then so be it.
