Sure it is $1 per week, but it is way better than any of the previous incarnations of Atlantis. Plus there is still a hell of a lot of unclaimed land in the world. No overcrowding problems like in A2. Unfortunatly it seems the quick road to power in the game is to pillage a few hexes for lots of silver. Then buy about 100 combat troops and conquer a village or town. Then with that income, you can grow at an exponential rate, assuming there are more cities and towns nearby to conquer.
