Well, you can build around 198 CAP in one turn on a homeplanet, you can ship that CAP to a developing planet, but then, it's cheeper to send a huge frieghter full of MAT for the next turns, you can't develop a planet just by sending CAP to
it, well, at least I don't, I can't spend many turns building CAP and shipping
it to a planet that might be taken by another race on the next turns. I have to
build ships on the homeplanets to defend them.
