If I'm not mistaken, Jacko, you've archived the recent discussion on building
MAT on you galactic traveller page.

If you reread that discussion you will find that I mentioned the development
of CARGO tech as part of a "strategy of long term economic development".
If one decides to build MAT and big freighters to ship it then CARGO tech
makes sense too.  You may have noticed that a handful of the few races which
researched Cargo tech in Galaxy Outback were among those with the highest
Industries.  No guarantee that one of them would have been the winner, but
having a big industry never hurts.

That said I would generally research Drive before Cargo - though I have been
known to research Cargo before researching Weapons and Shields.
