Basically, the I order is fundamentally flawed... because it works on
the greatest *mass* of ships *leaving* a given planet... take
the example above:

I DeathFleet C

OK, they take off after the greatest mass of ships leaving C for
a place two turns different. I have seen a player send a single
drone, and leave the other 3000 mass of a fleet sit there, then
wipe out an undefended colony after a player issued an I
order... ;(

*My* advice... leave the I alone, unless you are prepared for
a major fleet to potentially be caught *way* out of position...
