I once had a similar problem during my education, which is now a couple of years ago, also in Pascal. I don't recall the exact algoritm but i do remember something. The answer of the solution lies within a circle. Say you got 4 teams put them in a circle. now you should be able to draw the solution. ( i don't remember how though) I think the solution contained two FOR loops Maybe one from 1 to x and one from x to 1 ? In don't know... try something.
