Box 15011, Portland, OR 97293-5011 GalacticE@aol.com GALACTIC EMPIRES is a NEVER ENDING (started in 1979) play-by-mail game of strategic and tactical conflict between powerful Empires in an ever growing Galaxy, the Galaxy being created by the program as Empires build units and explore. Reaching a peek in the 80's with 175+ active players, the game has proven itself over the test of time. In recent years Galactic Empires has seen a decline in the number of active players, but the game system itself remains the same fast paced and fun game that it's always been. In an effort to revitalize the game, and take it to even higher levels of activity then it has known in the past, an agreement has been made between Pierce Enterprises, owners of Galactic Empires, and M.M.J. Enterprises. In this agreement M.M.J. Enterprise will assume the daily operations for Galactic Empires, including the processing of turns, promotions, marketing and future changes to the game system and programming. Pierce Enterprises will retain ownership of the game, and will continue to take an active part in all aspects of its future. You set your own goals and actions within the framework of the rules. As you play, you will see that there are many levels of activity going on at the same time. Small Empires trying to survive and grow, medium sized Empires flexing their growing might and old, enormous Empires, that are hatching new plots, constructing impregnable defenses (so they say..), and cooking slowly the really big deals, all the while looking over their shoulders at the set of young upstarts that challenge the old orders. The Galaxy has seen powerful alliances fall from traitorous worms, trade deals that have let a new Empire leap-frog centuries of development, and giant Empires brought to their knees by the cunning. You are the sole ruler of a world of beings who have just discovered the hyper-jump stardrive and your people have decided to expand across the Galaxy. Your duty is to guide and direct their efforts. Will you be peaceful and expand by trade, and trust in your fellow allies, or will you take what you feel is rightly yours by might? It is not enough that you succeed in your goals, but everyone else must fail. Each player in the game can run any of four different types of Galactic Empires which have special rules and abilities. The player types are: Empire Builder, Star Merchant, Xenophobe, and Pirate. The turn reports from your bureaucracy will contain a wealth of information concerning your Empire and the Empires your units are scanning. You will receive Hyperwave communication messages from all the diverse Empires across the Galaxy. Hyperwaves will keep you informed and advised, while allowing you to communicate with all Empires, known or unknown. The Empire Builder Your people believe their manifest destiny is to control as much of the Galaxy as possible. Your battle fleets enforce your command and recruit Neutral Systems to join your Empire. Your inexpensive giant Robot Tanks protect your Star Systems. When war breaks out, your Planet Busters, which only you can build, are considered the final solution to the Galaxy's trouble makers. The Star Merchant Refusing to mine resources, except when you totally plunder a System, your people are only interested in peaceful trade. Only you can create the huge Star Cities which are mobile industrial trade centers. Your Star Cities travel from location to location trading Consumer Goods for Resource units, building new equipment, buying and selling used goods. Your auxiliary fleets explore and provide protection from hostile aliens. You can build Transport ships at one-fifth and Industry at two-fifths the normal price, also ferret out vital information on trade possibilities with other Empires. The Xenophobe To you all other life forms represent disorder and are not compatible with your conception of a perfect universe. Naturally, that means that all other races must be exterminated at once. Your people are so intent upon killing other beings that you build ground military forces at one-fifth the regular cost and you get ten Resource units for each alien Population unit you capture and kill. Your population growth is double the rate of the other Empire types. The Pirate Pirates are the scourge of the Galaxy. Unable to use Industry or produce Resource units, Pirates must steal or capture everything to expand their Empire. Launched from their secure Star Base, Pirates sack worlds wherever they go, fence their loot, and re-supply their fleets from the black market to attack again. Their Fleets and Star Cities have double firepower in attacks, but not in defense. As mercenary to the Galaxy, your attacks will remain anonymous. Locations in the Galaxy All locations in the game are referenced by a four letter code such as ABCD and Bases at a location by the code and Base orbit number such as ABCD-20. Everything at a certain four letter code is considered to be "at the same location" whether System, Base, Fleet or City. The locations AAAA through ZZZZ cannot automatically be jumped to as the locations do not really exist until they are "discovered" by a scout Fleet. Once found, anyone who knows the location code may jump there.
