Watch for emissaries, too... as the Quiet Avenger, I took the Southern
city through the use of my emissaries.

Another points to consider --

DEFINATELY do not irk the neutrals...  We had a game self-destruct
because none of the Free People  made any sort of contact with the neutral
positions on anything other than an antagonistic basis.  As a result, they
*all* declared for the Dark Servants, after several turns of "If you guys
don't stay neutral, then we're all gonna drop."
