Maybe someone here can help.  I have a Digital Starion with a Telecommander
 2500 fax/modem.  A couple of months ago after a system crash while on-line
 (I think that is the way it started) my modem started acting up.  It is no
longer able to hang up the phone line.  In other words, whenever the
 computer is turned on, whether I am on-line or not, the phone line is
 activated.  As a result I have to keep the phone line unplugged from the
 computer except when I actually want to use it or else the phone acts as
if
 its been left off the hook and no one can call in or out, until either the
 computer is turned off or the line is disconnected from the computer.
I've
 contacted Digital, but they blame the phone line itself.  All I can say is
 that the phone that goes to the same connection works just fine, and the
 computer worked just fine before the event I mentioned above.  If anyone
 has any ideas on this please let me know, it is a bit of a nuisance.
