The game starts in 1910. 12 players each form their own branch of the Mafia and attempt to take over the city while combatting each other and the police. Each turn represents one year, and details arrests, raids, profits, combat outcomes, etc. News events from history affect the game as the years pass. When one player controls a certain majority of the city he is named the `Capo di tutti Capi', the boss of all bosses, and is the winner of the game.
