From my experience, the quality of a turn can be gauged accurately only by playing the game and allowing for different types as the situation permits. For example, a combat turn should be short and have relatively few distractions and a quick turnaround time. A travel turn depends on type of travel i.e. if you're travelling through hyperspace it should be short but sweet, but if you're in a large city in the middle of an air raid, you might want a bit of extra detail. An investigation turn, however, should have much detail and as much information as can possibly be crammed into it. It should contain detail about surroundings, monologues, dialogues, etc. and be an active component of game plots and action. You can argue all you want about it, but that is my opinion.
