You select a choice by issuing order 285 Reaction to Encounter with your response in the info field. All positions need to pay attention to their economy and working with their allies. For the Cloud Lord, if your allies are at competent, you will find a need for only a small army or two, but you can make great contributions with your killer agents. When you name a new agent with rank 40 (use order 731 and have an agent with rank 40 or better issue it), you have an instant killer. On the first turn of the new agent, they can guard location and move to the target area. The following turn, they are rank 42 with the +20 bonus for your nation and have a reasonable chance to kill non-army commanders. If you coordinate with the Dragon Lord or Quiet Avenger with their double scouts, you will cause the Free People a great deal of pain.
