Could there be other reasons, reasons that GSI have added to ?recent?
games?  In my 4th Age game, one of my camps in the western White
Mountains felt an earthquake from "one of the nearby regions".  My pop
center was so happy that "I was smart enough not to build on an active
fault", that my loyalty went up 15 points.  Not one to look a gift
horse in the mouth, I immediately dispatched an emissary there and
improved it to a village.

I'm taking a wild guess here, but maybe some random events have been
added that could drop loyalty on a wide scale?  Considering 1650 is
just after the Great Plague, maybe there's an event that causes all
pop centers in a geographic area to lose loyalty?  A reoccurence of a
plague?  I really don't know, this is just a ~really wild guess~.

In the 2950 game I'm in, one of the other players reported that all
his loyalties went down slightly from turn 0 to turn 1, and he didn't
touch his tax rate at all (it was still at 40%).
