Well, the effective cloaking could be divided by the ship mass. This
will get rid of the tonnage levels.

Hmm... it's not realistic (not do I like the ideas functionality) to
give a mere tech increment. The reward for 'experience points' should
be something unique (i.e. skill factor). See below.

Nice idea! But instead of four fixed persons I'd rather have the
ability to instantiate as much persons as needed. They start out as
soldiers (whatever) and can climb up to general by earning experience
in battles.  Experience translates into skill. Skill should somehow be
implemented in the battle evaluator: higher skill translates into a
better change to win. Rank (Lt, Sgt, General) is just a name applied
to a certain range of skill.

The advantage of such experience -> skill mechanism is that it
provokes players to behave more aggressively. Making six alliances in
a game and passively building up resources until the end-game will
earn you a disadvantage in skill over those who fought their way to
the top. Fair enough.
