I like the idea of generals but consider this, a game turn in Galaxy is
meant to be 4 years... how about any world of population 1000 or more will
produce one general every 7 turns automanticaly (equiv to 48 years) a
General has a lifespan (naturaly of 7 turns).

A race does _NOT_ start with any generals.

Generals all start the same say +10% WEAPONS TECH to thier ship... after
each battle they get experiance based upon the tonnage of enemy ship
destroyed (say +1% for each 50 tonnes).

This gives the empire the feel of something evolving and people dying...
but the fact that generals will die of old age keeps them from getting
obscene (hopefully) but a good general can make a big difference...
suppose that your attack will not be ready until turn 26 but your best
general will die on turn 25... do you attack a little early or wait?

ok that examples a little silly but the point holds.

like everyone else I'm just thinking out louad.  Personally I think there
is probly enuf to Galaxy as there is... but it doesn't hurt to talk about
it!
